Simply navigate to about:config and set bidi.browser.ui to true (just double click it).

There is no need to change that value in Firefox at all. The UI will be visible if your browser locale or your operating system locale is set to an RTL language (Hebrew, Arabic, etc.). Even if you don't enable this preference, you can still use the keyboard shortcut to activate this feature.
I like both my browser and my OP running english menus but I often write hebrew comments so this is just what I was looking for.
BTW - what is the keyboard shortcut ?
